Cultural Heritage: A cornerstone for EU enlargement and sustainable cities

The European Heritage Hub hosted its third Forum, titled "EU Enlargement: Cultural Heritage as a Key Resource for Cities & Civil Society," in Budva (Montenegro) on 3-4 April 2025. This event, powered by ICLEI Europe and Europa Nostra, explored the pivotal role of cultural heritage in fostering social inclusion, resilience, and sustainable development within the context of EU enlargement.
In his keynote address, Ruud Schuthof, Deputy Regional Director of ICLEI Europe, underscored the importance of cultural heritage in strengthening European unity and democracy. He highlighted that 74% of Europeans recognise the benefits of EU membership, the highest approval since 1983.

There is wide agreement among EU citizens that EU Member States should be more united to face current global challenges, as recently identified in the Eurobarometer. The enlargement of the EU with the purpose of a strengthened Union seems more opportune than ever before. Culture and cultural heritage should be leveraged as accelerators for the EU’s values on social cohesion and democracy, as well as its sustainable economy,” Schuthof stated.

He emphasised the vital role of local governments in preserving cultural heritage, which fosters social cohesion and economic sustainability. To maximise its impact, he called for stronger collaboration among governments, civil society, and the private sector to integrate heritage into sustainable urban development.This event reinforced ICLEI Europe's commitment to leveraging cultural heritage as a driver for climate action and the circular transition, helping cities connect their built environment, culture, and sustainability goals.

The Forum explored best practices, the digital and environmental aspects of heritage, and its role in EU enlargement, offering a platform for cities, policymakers, and civil society to shape inclusive and sustainable growth strategies.
