Today, around 75% of Europe’s buildings are significantly energy inefficient, and 35% are over 50 years old. With nearly 10% of European households struggling with housing and energy costs, the need for urgent action is clear. As Europe faces intertwined crises of climate change, housing affordability, and energy poverty, transforming the built environment has become a key priority.
Recognising this, ICLEI Europe has developed a new policy brief titled "Transforming Europe’s Building Stock for a Fair, Affordable, Climate-Neutral Future." This document provides valuable insights from local governments, who are at the forefront of these challenges, offering concrete recommendations for EU, national, and regional policymakers.
The briefing examines the current and future climate, social, and economic challenges associated with transforming Europe’s building stock. It underscores the importance of strong multilevel cooperation to implement effective strategies, aligning efforts to achieve a just, affordable, and climate-neutral future.
The policy brief comes at a critical time, as the new European Commission has announced its first Affordable Housing Plan to increase investment in sustainable, affordable homes. ICLEI’s recommendations aim to support this transition, ensuring that Europe’s buildings not only meet climate goals but also improve living conditions for all citizens.
