Cities demand stronger EU support to scale circular economy

A growing group of European cities have developed a policy brief calling for stronger EU action to expand local circular economy solutions. The brief was led by the Circular Cities Frontrunner Group, coordinated by the City of Amsterdam with support from ICLEI Europe and the Ellen MacArthur Foundation.

It outlines nine policy demands structured around three priorities: elevating circular ambition, strengthening local implementation, and mobilising economic instruments. The proposals build on practices already in place across European cities.

Turku uses the EU sustainable finance taxonomy to inform investment decisions. Vitoria-Gasteiz has adopted circular procurement rules and tax incentives. In Amsterdam, a Circular Economy Monitor tracks progress, including on social impact and consumption-based emissions.

The brief calls on EU institutions to actively involve cities in the upcoming Circular Economy Act, set binding targets on material use, and strengthen procurement to support circular markets. It also highlights the need to reform taxation and improve funding for city-led projects.

The publication comes as the EU prepares its next legislative cycle and long-term budget. Cities and networks are invited to endorse the brief and support its demands in ongoing policy dialogues.
