EU cities invited to host peers from Ukraine in capacity building programme

The European Committee of the Regions (CoR) in cooperation with U-LEAD with Europe and members of the European Alliance of Cities and Regions for the Reconstruction of Ukraine, such as ICLEI, are initiating a Training and Internship Programme for Ukrainian and European municipalities (TIPS4UA). Ukrainian municipalities will be essential to prepare their country for a future in the EU and to enable Ukraine’s democratic and sustainable rebuilding. To support this process, European local and regional authorities are invited to share their expertise and host a peer from a Ukrainian municipality for an up to 3 weeks Internship. Local and regional authorities interested in supporting the programme and in hosting are invited to consult the programme’s concept note and to share the expression of interest form with SupportUkraine@cor.europa.eu by 30 Sep 2024.


Purpose & Timeline
To prepare large-scale reconstruction and modernisation projects in line with EU candidacy, including the elaboration of funding requests, and management of procurement and implementation cycles, a large number of Ukrainian municipalities and their staff will require related capacity-building support. TIPS4UA is to enhance the administrative absorption capacities of Ukrainian municipalities dealing with planning, preparation, implementation, monitoring and evaluation of investment projects through a guided inter-municipal cooperation and internship programme, including a seconded internship in a EU host city or region. 

The 12 month pilot phase of TIPS4UA will be launched in 2025, including time of recruitment, training participation, placement in EU and return. The overall implementation period is from 2025 until the end of 2027.

ICLEI Ukraine Roadmap

In alignment with the Alliance key principles for Ukrainian cities sustainable recovery and reconstruction, ICLEI works alongside the CoR and Alliance members to enhance the role of cities and regions in the fight against climate change and the ICLEI's Ukraine Roadmap is a tool for doing so.
