Finnish municipalities offered training in socially responsible procurement

ICLEI’s Finnish Members and social economy entities (SEE) are invited to take part in a training organised to help stakeholders gain expertise in socially responsible public procurement (SRPP). The training will take place in ICLEI Member Helsinki (Finland) on 23 September, 9:00-16:00 EEST. The European Commission training workshop is organised by ICLEI Europe in cooperation with Silta-Valmennusyhdisty as part of the WeBuySocialEU capacity-building efforts.

During the training participants will be introduced to the basics of SRPP such as employment through public procurement, reserved contracts, codes of contact, and accessibility. Furthermore, SEE and public buyers will deep dive together into the practice of market dialogues, explore the challenges SEE’s face in accessing tenders for high-value, high-scope contracts, and engage with a practical exercise. They will be divided in three groups, focusing on a different sort of procurement with a social criterion. Each group will then design the possible market dialogue for their tender.

There will also be sessions exclusively for SEE and Contracting Authorities. The former will focus on capacity building and familiarise SEE’s with different forms of public procurement and relevant legislation, and teach them how to respond to SRPP criteria in public tenders. The session for Contracting Authorities will focus on the proper use of social considerations in selection criteria, technical specifications, award criteria and contract performance clauses. It will also show how the execution of social clauses can be monitored during the execution of the contract.
