This infographic shows schematically and in exemplary fashion, the rights, obligations and opportunities of different government levels to act within a multi-level governance framework on energy and climate, for basic governance functions (i.e. information-sharing, rule-setting and implementation & finance). Vertical integration and horizontal diffusion are essential operating principles between the levels. One of the central conclusions is that the possibilities for action at the supranational level can be defined in terms of "rights", while national and especially regional governments are more obliged to act. Local governments have fewer rights, some obligations, and a greater number of voluntary options ("opportunities").
