The workshop was open to staff of local government associations and networks, as well as energy agencies, and aimed to explore the complex field of local climate and energy action. As cities and towns face several challenges when building on their existing climate initiatives or starting for the first time, the workshop provided support and guidance on how to start the process.

Cities need support to learn how to plan, implement, monitor and report on their activities. The Covenant capaCITY project consortium offered a “train-the-trainer” experience, with experts on training and energy on hand to share their experience with participants. The workshop was a full day, power-packed “train-the-trainer” experience, showing participants how to train municipal staff on developing their municipality’s Sustainable Energy Action Plan (SEAP). ICLEI Europe is a member of the capaCity project consortium.
