Raising Ambition: the importance of subnational and local governments to reach the 30×30 targets for restoration and conservation

ICLEI Cities Biodiversity Centre (CBC), will host and lead a series of five webinars, with the support from partners: United Nations Environment Programme, Secretariat of the Convention on Biological Diversity, International Union for Conservation of Nature, Regions4 and the European Committee of the Regions, to explore the key role of subnational and local governments in the implementation of the Kunming-Montreal Global Biodiversity Framework. Considering the role of subnational and local governments was a “game changer” at COP15 in December 2022, it is important to keep momentum while focusing on strategies for the implementation of the GBF as we start preparing for the COP16 taking place in 2024.

The objective of this session is to identify the most effective options for subnational and local actions to ensuring at least 30% of areas of degraded terrestrial, inland water, and marine and coastal ecosystems are under effective restoration (Target 2); and also ensure and enable that by 2030 at least 30% of terrestrial and inland water areas, and of marine and coastal areas are effectively conserved through systems of protected areas and other effective area-based conservation measures (Target 3).

The session begins with goodwill messages from high level speakers to endorse the role of regions and cities and motivate all levels of subnational governments in participating in the GBF and the 30x30 target, as their support is necessary to restore nature.

A multilevel panel between a technical expert, a CBD Party, a subnational government and a city will take place to identify the best governance and management approaches to restore and conserve nature. The dialogue will serve to build a momentum towards a global-local deal to safeguard nature and humanity's future.
