The LAKs project demonstrated the potential of cities in using existing opportunities and synergies to actively contribute to the achievement of the Kyoto Protocol goals, and support the European Union targets set in the Climate and Energy package of 2008. It focused on two issues which are the keys for a sustainability local policy: climate change and accountability. ICLEI provided technical guidance to the cities involved - Reggio Emilia and Padova (Italy), Bydgoszcz, (Poland) and Girona (Spain) - and developed a greenhouse gas inventory tool plus guide, based on the CCP Campaign climate toolkit.
