Collection of evidence related to the costs and benefits of green public procurement (GPP)

The overall goal of this study was to collect evidence on the economic and administrative costs and benefits of GPP versus procurement of non-green (or conventional) products by national governments and individual purchasing authorities.
The overall goal of this study was to collect evidence on the economic and administrative costs and benefits of GPP versus standard purchasing for national governments and individual purchasing authorities.
The analysis consisted of three parts:
- Collecting information on the costs of GPP as compared to "non-green" purchasing (comparison of costs via market research);
- Collecting (additional) costs for individual purchasing authorities of buying “green” products (administrative and product costs);
- Identifying the potential of GPP for the spreading of new or recently developed environmental technologies.
In general, the scope covered all EU Member States (at the time, 25 EU Member States).
