The Monitor Nachhaltige Kommune project aims to support the development of "effect-oriented" sustainability management in German communities. The project, lead by the Bertelsmann Foundation, is divided into several project modules. ICLEI is responsible for:

• the development of an online self assessment tool;
• consulting services for pilot communities on their way to sustainable development;
• the development of several guidelines for effect-oriented sustainability management in communities, to cover sustainability reporting, strategies, budgeting, and checks.
