Led by OIEau, the Office International de l'Eau, the Water PiPP project aimed to assist local authorities in Europe to increase the use of innovative water-related technologies and services, and to overcome barriers associated with the procurement of these technologies in a novel way.
The project facilitated access and exchange between public procurers and technology providers, e.g. by supporting the planning and/or implementation of IOPP processes in four European public authorities.
The following Water PiPP opportunities and products have been made available to procurers and policy-makers:
- Networking: Sharing of experiences through the Water Innovation Procurement (WIP) Group, the organisation of a ‘meet the market’ event for pilot projects and procurers as well as a market dialogue at the final conference.
- Policy recommendations: Issuing of recommendations for policy-makers in the water sector.
- e-Learning: Development of set of e-modules that allows procurers to familiarize themselves with innovation-oriented public procurement in their own time and for free, available in English, French, Italian and Spanish and summarized in a video.
- How-to-guide: Guidance material on how to apply innovation-oriented public procurement in the water sector, available in English, French, Italian and Spanish.
- Peer-to-peer exchange: Supporting of and learning from the experience of four public institutions (Helsinki Region Environmental Services Authority HSY, CAP, Viveracqua, Regione Puglia) that acted as pilots on IOPP withing Water PiPP and explored whether and how innovation procurement could help tackle their water challenges.
