EU opens call to boost local sustainability investments under Cohesion Policy

The European Commission will launch the latest C4T GROUNDWORK call for technical assistance, offering public authorities the chance to strengthen their Cohesion Policy investments under Policy Objective 2 – ‘A greener, low-carbon transitioning towards a net zero carbon economy and resilient Europe’. The call will be open from 1 October until 17 November 2025.

Cohesion Policy is the EU’s largest investment tool to support regional development. Under PO2, it supports projects in sustainable energy, climate adaptation, circular economy, water, and biodiversity. However, many authorities still face capacity and resource difficulties when implementing these investments – C4T GROUNDWORK provides specific support to help overcome such challenges.

The call targets Managing Authorities, Intermediate Bodies, and other public authorities that are directly responsible for programming and implementing PO2 investments. For local and regional governments, this is a key opportunity: many of them act as implementing bodies or strategic partners, and the provided support can directly help them to strengthen their projects and transition plans.

Technical assistance is tailored and co-created with each beneficiary. It can focus on preparing project pipelines and calls for proposals, developing or updating strategies and roadmaps, supporting governance and stakeholder engagement, and building capacity for project delivery and cross-border cooperation.

An online information session will be held on 24 October 2025 (15:00–16:00 CET), where representatives of the European Commission and the C4T Secretariat will give guidance and respond to questions. Register here.

In the most recent call earlier in 2025, 12 public authorities from eight EU countries benefited from this support. Their projects covered renewable energy, circular economy, biodiversity, and climate resilience.
