Fifteen years ago, 370 mayors convened at the European Parliament to inaugurate the Covenant of Mayors - Europe. In doing so, this network of mayors, managed by a consortium of city networks including ICLEI Europe, committed to surpassing the EU’s 2020 CO2 emission reduction targets by at least 20% within their localities, emphasising local leaders' proactive approach to address climate change.
Since then, local governments have spearheaded climate action alongside the EU. The EU Covenant has expanded to include over 11,000 signatory cities and towns, supported by regional governments, energy agencies, and national associations. In 2016, it went global as the Global Covenant of Mayors.
As climate challenges have intensified, the Covenant evolved to include a focus on adaptation and energy poverty. Mayors have aligned with EU targets for 2030 and aspire to achieve climate neutrality by 2050, with some aiming for 2030. The European Commission's recent recommendation for a 90% emissions reduction by 2040 underscores the pivotal role of local authorities in achieving climate goals.
Looking ahead, the Covenant will focus on implementing the European Green Deal, empowering cities of all sizes to act and align with EU targets. The upcoming high-level conference on 15 March, “Translating the EU Green Deal into local action” organised by the Flemish government under the Belgian Presidency of the European Council aims to unite mayors and regional leaders, showcasing their potential in EU policy making.
