ENIGMA Training Session

Enlightenment and Innovation ensured through Pre-Commercial Procurement in Cities

The ENIGMA project aims to implement a joint transnational pre-commercial procurement (PCP) procedure in the field of public lighting. Coordinated by the city of Eindhoven, the project’s five partner municipalities (Eindhoven, Malmo, Stavanger, Espoo and Bassano del Grappa) are working together procuring an innovative solution, and testing the technologies that their commercial subcontractors develop in a real life environment.

This half day training session will include a presentation on the Legal framework of Pre-Commercial Procurement and will shed light on legal and intellectual property issues that may arise when running a pre-commercial procurement exercise. The session will give participants the opportunity to discuss how intellectual property rights are shared between the contracting authority and the businesses participating in a pre-commercial procurement, including where the legal responsibilities lie.
