Statement from the Coalition for Higher Ambition urging to support an ambitious EU 2040 domestic emission reduction target ahead of COP30

Ahead of the European Council meeting (23-24 October 2025) members of the Coalition for Higher Ambition, including ICLEI Europe, have written to EU Heads of State and Government once more to ask for support a domestic 2040 net emission reduction target of at least 90%, to confirm the EU’s commitment to the Paris Agreement ahead of COP30.

Ahead of the September ENV Council (18th) and ENVI Committee vote (23rd), the Coalition for Higher Ambition, an alliance of European business, major city networks and regional governments and civil society organisations, has written to European leaders to voice support a 2040 net domestic emission reduction target of at least 90% and an ambitious Nationally Determined Contribution (NDC).
